Electronic Driver Logs Mandate

Electronic Logging Device (ELD or E-Log) is electronic hardware that is attached to a commercial motor vehicle engine to record driving hours. The driving hours of commercial drivers (truck and bus drivers) are typically regulated by a set of rules known as the hours of service (HOS) in the United States and as Drivers' working hours in Europe. The Commercial Vehicle Driver Hours of Service Regulations vary in Canada and the United States.[1]

TORONTO, Ont.—The Canadian Trucking Alliance has announced that officials from Transport Minister Marc Garneau’s office have confirmed reports that the federal government is moving forward to replace current requirements for truck drivers to complete paper log books with a mandate that trucks be equipped with Electronic Logging Devices (ELDs). Finding Exceptions to the Electronic Logs Mandate While there is no getting around the Electronic Logs Mandate, the FMCSA has made it clear there are some exceptions to the rule. There are some ELD exceptions potentially lessening the Federal Motor Carrier Safety Administration (FMCSA) logistical burden of implementing the Electronic Logging. We provide reviews and ratings of all the major Electronic Logging Device products, written by in-house experts and industry pros like you. As of December 18th 2017 the ELD Mandate requires most commercial drivers to use ELDs. Whether you’re shopping for your first ELD or looking for a better one, you’ve come to the right place. The ELD mandate – also known as the ELogs mandate – requires the use of ELDs by interstate drivers of commercial motor vehicles who must record their hours of service. The FMCSA published the ELD mandate on December 16, 2015. Motor carriers had until December 18, 2017, to comply with the new electronic logging rule.

The electronic logging device (ELD) rule – congressionally mandated as a part of MAP-21 – is intended to help create a safer work environment for drivers, and make it easier and faster to accurately track, manage, and share records of duty status (RODS) data. An ELD synchronizes with a vehicle engine to automatically record driving time, for easier, more accurate hours of service (HOS) recording.

An ELD monitors a vehicle’s engine to capture data on whether the engine is running, whether the vehicle is moving, miles driven, and duration of engine operation.[2]

Previously, paper logs or electronic on-board recorders (EOBR) were used for hours-of-service tracking. Even though an electronic on-board recorder (EOBR)-style log improves the accuracy of the data, the lack of a consistent data format meant that the logs needed to be regenerated to an equivalent “paper” format for review and enforcement. The Record of Duty Status (RODS) definition within the ELD legislation defines a consistent format for enforcement personnel to review, so the ELD Mandate was created.[citation needed]

And 33 percent of the accidents were due to at least one driver-related factor, such as distraction or inattention, and impairment due to fatigue, alcohol, or illness. The Electronic Logging Device Mandate. Commercial motor vehicle (CMV) drivers spend hours driving, and on their long hauls, the lack of sleep is no doubt exhausting. The DOT’s new regulations can be broken into four sections. The most important and noteworthy is the mandatory implementation of electronic logs. The DOT and others in support of the electronic logs say they will keep drivers safer by reducing hours-of-service violations, as well as greatly reduce paperwork. Here’s what’s happening.

The Federal Motor Carrier Safety Administration (FMCSA) announced the Final Rule of the ELD mandate, and the ELD rule being implemented in several phases with a compliance date of December 18, 2017. Fleets have until December 2017 to implement certified ELDs to record HOS. Fleets already equipped with electronic logging technology will have until December 2019 to ensure compliance with the published specifications.[3]
