(Solved) - HDMI not working properly (Windows 7)

I have my PC directly connected to my LG HDTV via HDMI. The first time I turn my screen on after booting up the computer, the sound works fine (Realtek / ATI HDMI Output is default) even though AMD VISION Engine Control Center falsely claims the display does not support audio. However, when I turn the screen off then back on, my monitor appears as 'Not Plugged In' under sound. How do I permanently fix this?

Things I have tried:
-Switching the system to projector mode and waiting for it to switch itself back serves as a temporary fix until the screen is turned off and on again (not a feasible fix)
-Running Microsoft's Fixit
-Sound Troubleshooter
-Unplugging and reconnecting HDMI cable
-Reinstalling HDMI audio driver
-Reinstalling GPU / Video Adapter driver (ATI Radeon HD 6770)
-Installing older graphics driver
-Switching to Digital Output (S/PDIF)
-I did not try a different HDMI cable - since I have sound at first until the monitor is restarted, this is obviously not the issue

None of these have fixed the problem. My current PC is an HP Phoenix H9-1130. My old one was an HP Pavilion Elite HPE-112y. We used the exact same monitor and GPU with the old computer (same HDMI as well) and did not encounter this issue. The new computer (the Phoenix) came pre-installed with an ATI Radeon HD 7670 GPU (OEM) which we removed, putting the previously used 6770 in its place (note that all of the drivers are correct and updated). This was the only hardware change made.

HDMI has come a long way over the last few years, especially in the audio department.

ATI have a fault with the latest drivers that causes the sound the go when the display is switched off, i had no problem with previous drivers but now i do.
They have supposedly fixed it in the new beta drivers but did'nt work for me i think you have to make sure old drivers are completely removed, its worth a try.
